centralized payroll

What's with the centralized payroll system for our national church.

In June 09, the pay for all of our paid accountable ministers goes from each congregation's treasurer to a company , ADP, to each ministers at a cost of $15.00 per minister per pay.  That's about $400 a year for a minister who is paid every two weeks.

How many local treasurers have not been paying their ministers?

How many ministers modify their views to keep from annoying their local treasurer?

My view is:  we could spend the $400 more wisely elsewhere;  we have to change  something that is not broken; it is more trouble for our treasurer who has to merge ADP's T4s with those of non-clergy staff; and  we do not want to give  control of any of our financial affairs to either our national office or a private company.  (Now if a local treasurer tries of control the local minister, it is easily fixed.  In the new system, if someone at the national office or ADP  tries to control our ministers, it would be very hard to fix.)

Over the past 19 years I've had treasurers refuse to give me a check, I've had to spend a whole day chasing down people to sign it, I've had a treasurer deliver it after the bank has closed for the day, I've had the treasurer 'forget' it was the 15th. I've been told the treasurer is out of town and will be back in a few days. I've seen many a minister be blamed for complaining about such troubles. Every single year, I've seen the treasurer fail to get the January pay correct.

So on the one hand, I am very glad to see the payroll out of the hands of local treasurers.

Now as for ADP. After four months on the system, they have yet to deduct my pension or benefits, and they have been paying me the full amount. Eventually I will have to repay this error. I know I am not the only minister who is having this problem. One church which went with ADP a year ago still doesn't have the pension amounts straightened out. Because of my marital status, I have to pay income tax on my housing allowance. ADP can't seem to figure this out, and every other month tries to make it tax-free. Needless to say the screwups are messing up my bank balance from month to month. Then again, it is the UCC, so who am I to expect something other than a complete mess?

Using automatic deposits in clergy accounts would eliminate most of your past problems, RevJamesMurray.  Getting the January pay right would still be problem, though.

As a Pastoral Relations convenor, I've had to deal with a number of congregations not paying / underpaying / etc. etc. etc. their ministry personnel. Just as bad, I've had far too many colleauges have to deal with CRA because the person doing their T4s didn't realize what had to go where.

 

I'm glad to see the change.
