Is the Executive just to do the emergent work of General Council along with designated tasks? Does this happen? Or does General Council Executive make decisions that might be different than the General Council would make ? I have always wondered.

The Executive is to do the work of GC between meetings. Not just emergent issues. There is some disagreement as to how broad their scope is/should be.
GCE also expands on the work of the meeting of GC. GCE approves the details of policies that were approved in principle. GCE approves the way the decisions made at GC will be implemented. ANd they also set policy in some matters.
