If people go to the GC41.ca website, as the slide and bulletin inserts promote, they will find an option to subscribe to General Council News via email. This could be a good option for those without broadband:

Broadband access is a justice issue that the United Church ignoes or denies. As for colors, who has the money to print or copy in color?

Naming injustice for those without equality is often necessary. And there are a lot of "have nots" in Canada.
Did you know that CBC shut down over 600 TV transmitters last week, removing free, over the air TV for many Canadians? People are expected to use cable or satellite, which are not free. More injustice.

Actually, you can Google, or even (and I know cuz my friend's kid did) look in the library and make a digital reciever that will work a treat, and for not a lot of money.
In fact, the school project for grade 6 (yes, it's that basic) was built with:
So, yes: the analogue transmitters are gone, but you can actually pull digital signal down through this...contraption.
I've seen it in action. It works.
As for those (still) 'without the technology': create the space to question your commissioners when they get back from the GC. This should be built into the task description for every commissioner, if it isn't already. It's retro, this 'conversation' format; I hear it's worked well in the past.

Martha, what you describe is a simple TV antenna, not a receiver. We had one like that in the 1950's in the Montreal suburbs. We received one, snowy CBC channel in English and one in French. I have no doubt that such an antenna will also work for digital TV signals. The problem is that CBC and TVO shut down over 600 transmitters last week with no replacements. Digital signals have much shorter range than older analogue signals. CBC now has only nine OTA transmitters. Millions are left in the dark, including places like London, Ontario. And the church is silent... There are no (as in none, zero, nada) digital TV signals outside of the urban centers and no plans to replace them (including the commercial broadcasters, BTW). Welcome to the rest of Canada.
