Well, Canadians have many many different ways to say "sorry", which often have nothign to do with apologies.

I have to explain it to my American coworkers. I will say "sorry". They think that I am saying I did something. I say, I am sorry for you, ie that you had to work the weekend, or deal with BS or fix something.
ps...yeah, not the surface. shouldnt' be able to submit a new post 3x with one entry. I am sorry that we hae to deal with poor code.

gets you into trouble with car accidents.
ie, i am sorry that i happened to be in the intersection when you ran that red light.

I say it when I shouldn't. I do say it when I'm not taking blame, and I think that's fine as in sorry you're having a crappy day. When social dancing, you're not supposed to say it if you mess up, only if you step on your partner/bump into someone else/etc, but not when I don't turn when it's lead, yet I do. I'm sure I do it all the time in daily life, but am having trouble coming up with specific examples.
I do remember something in a student newspaper. It was something like:
I love the first week of classes, I can touch a girl's ass and she turns around and apologizes.
I can really see that being true, too.

Sorry is not always meant to be an appology or accepting the blame.
It often means "I'm sorry this happened." Thus, for the manager of a restaurant to say "sorry" when you fall in the parking lot doesn't mean he is responsible for the black ice, the broken pavement, or the fact that you tripped over your own shoelace.
"Sorry it rained on your picnic" doesn't mean that I'm taking responsibility for the rain.
"Sorry your dog got sick' doesn't mean that I poisoned her.
"sorry" when you come around the corner in the grocery store and bump carts with another person doesn't mean you were any more at fault then she was - unless you were running or not paying attention.

True, and I'm doing it a lot right now. My right ear is bunged up (seeing my doc on Friday about it) so my hearing isn't the greatest right now.
