So why is gambling worse than anything else?
Lets take drinking alcohol for example. People differentiate between the social drinkers and alcoholics all the time. There are those that neglect their children over alcohol. They drink and and don't pay their mortgages and their family ends up homeless etc. and then there are those who have a couple of drinks once a week or those who only get drunk on Saturday night. We don't see the UC up in arms about alcohol.
I try to find new and current information about UCC Churches doing things around accessibility. It looks like St Paul's United is doing something great.
I found in the local Milton newspaper.http://www.miltoncanadianchampion.com/opinions/article/265550

The United Church and other churches have policies against gambling and gaming BUT United Church people and other people buy lottery tickets, visit casinos, go to bingo, buy raffle tickets and generally ignore the policy.
